FRANKFORT, Ky.  – Governor Ernie Fletcher announced today the appointment of Dr. Fred P. Carter of Glasgow as deputy secretary of the Education Cabinet.  Carter will assume his duties Sept. 1.

Carter has been involved in public education in Kentucky for over 30 years. He retired earlier this year as superintendent of Glasgow Independent Schools. Carter also has served as principal of Bowling Green High School, instructional supervisor of Warren County Schools, and assistant principal of Warren East High School. He began his career in education as a classroom English and reading instructor.

“I am pleased that Dr. Carter has agreed to serve in this capacity. He is a proven leader in education and will represent the Education Cabinet and the people of the Commonwealth of Kentucky well,” said Governor Fletcher.

The Kentucky Education Cabinet includes nine agencies: Council on Postsecondary Education, Department of Education, Kentucky Educational Television, Education Professional Standards Board, Department for Libraries and Archives, Center for School Safety, Kentucky Environmental Education Council, Commission on the Deaf and Hard of Hearing, and Department for Workforce Investment.

“I am very excited and humbled to have been given this opportunity to work with Secretary Owens, Governor Fletcher and this administration to continue to provide maximum educational opportunities to all Kentuckians,” said Carter. “It is an exciting time in education. I am familiar with nearly every superintendent in Kentucky and feel I can work well with them and the administration to keep things moving in a positive direction.”

Cabinet Secretary Laura E. Owens said she welcomes Carter to the cabinet: “I have known Fred for nearly 25 years. He shares this administration’s philosophy that education is a life-long process and that we must provide seamless transitions from one level of education to another.”

Carter holds a doctorate from Vanderbilt University in school administration; Rank I and a bachelor’s degree in English and history from Western Kentucky University; and an associate degree from Lindsey Wilson Junior College.
